Veterinary scales are designed to be able to weigh unstable or constantly moving loads, as is the case with live animals! Normal scales wait for 'stability' before being able to display a result but vet scales (or any others that feature 'dynamic' or 'animal weighing' mode) display the average weight on the pan over a period of a few seconds to give an accurate result.
